Paint.NET is free image editing and photo manipulation software for windows, created using C# and C++ and its OpenSource
You can say it’s a simple photoshop, good for those you like to play with photos but not nothing professional. It has support of layers, special effects, and a wide variety of tools.
I’ve been using it in Windows for almost a year, give it a try. 
New version changes:
- new multi-document interface (MDI)
- availability in 8 languages ( English, Chinese (Simplified), French, German, Japanese, Korean, Portuguese (Brazil), and Spanish )
- a highly-requested interactive gradient tool
- four new effects - Clouds, Median, Unfocus, Outline, and an improved Sharpen
- a user-definable color palette
- lower disk space usage for scratch files
- cleaner and improved user interface.
